Simple enough. It is a gyro stabilised fan and it will fly horizontally 
in roughly the direction that you lean it towards. Quite ingenious.

Not unlike a model autogyro.

Japan defense ministry researched and built these things a decade ago, may still do. Theirs were much bigger. Main goal was all-terrain takeoff and landing that once airborne could fly horizontally quite fast with lift provided by a wing structure inside the sphere lattice. Device was a UAV.
