Some Swiss-army laser-projector box, 2.5 watts. At 2 grand it isn't 
cheap but in the 90s a setup like this for e.g. planetarium laser show 
would've probably cost tens of thousands and definitely not luggable 
with one hand

Some of the users in the vid are being assholes operating it on random buildings and with people milling about in the line of fire.

I'd say going to prison would not be the worst possible outcome. Crashing the airplane would.
