John Doe is glaringly stupid. Harm reduction drug programs don't deliver drugs over the counter - they have clinics where the addicts can get their maintenance dose - at the clinic, under supervision. They can't take their dose away to sell it to somebody else.
The Netherlands has had them for many years - we left in 2010 and they had been running for years then.
The French used to be rude about the Dutch "permissive attitude" but it worked better than the French "zero tolerance" approach where the drug dealers were motivated to recruit new paying customers, but they eventually adopted it too.

Their section 8 right is their capital. The government pays for most of their market rent, as well as administration costs. Why pay another group to get involved in housing. Just pay the rental assistance directly to them to maintain the property.
