Lurking attack submarines are a decent deterrent to "surprise" attacks of that type by the Chinese navy, no nukes required. They're not off somewhere else when a big threatening group of warships heads out to sea, they're around.

What would they nuke the empty launchers? So what if they're land-based. If the US Navy were attacked from wherever the US would trash China's fleet right back and attack subs would be (one) tool to do that, nuts to think they would attack some other kind of target and just leave their navy alone. it's not 1941 they're not safe and they know that. The idea the US would have no way to effectively respond but using nuclear weapons or to back off is dumb
