I am moving Eudora to another machine and I couldn't seem to get it to work with this same error. A google search didn't find the answer... again, but eventually I remembered that there is a Eudora newsgroup where I found the answer. So that I won't have to rummage around so much if I do this again... here are all the steps I needed to take to port Eudora between PCs.
1. Copy contents of C:\Program Files (x86)\Eudora\ directory to same place on new machine.
2. Copy contents of C:\Users\<user name>\AppData\Eudora directory to same place on new machine, adjusted for new user name if needed.
3. If user name has changed, edit deudora.ini changing path in "DataFolder=" to point to the directory in step 2 above.
4. This is the tricky one I keep forgetting and causes the error "Cannot start Eudora the first time with attachments." The shortcut has to be edited to add the data directory as a parameter to the command like this...
"C:\Program Files (x86)\Eudora\Eudora.exe" "C:\Users\<user name>\AppData\Eudora"
No need to change the "Start in" directory as that will point to the deudora.ini file although I'm not sure what good that does since it isn't sufficient to point Eudora to the data directory.
Anyway, these steps got my Eudora working under Win 10. I'm posting this here and in the Eudora newsgroup for my own use if nothing else. This should show up in Google searches in the future.

I switched to Thunderbird a few years ago, and while the process was a bit painful, it eventually worked, and I too have e-mail files dating back to the 1990's.
I do use Thunderbird for newsgroup access from time to time (via Eternal September) and it isn't great, but I blame the Eternal September server for most of the problems I see. I find that Google Groups works a whole lot better for newsgroup access, but some of the more tradition-bound posters here don't like it.

Well, I've not run business vital stuff (accounting and email) on PCs
for many years, having been a MAC guy since osX came out.
Neither has my osX Thunderbird ever let me down - and my email archives
go back to the mid 90s.
When I was last on a PC I used AGENT for usenet. I must confess I liked
it better than Eudora/Thunderbird at the time, but am used to TB's
usenet handling and am happy with it.

Thanks for the suggestion.
I renamed the deudora.ini file and I get the same error message. The eudora.ini file is in a different directory and without the deudora.ini file telling it where to find the eudora.ini file I don't see how it can be reading anything .ini at this point.
I used Thunderbird for newsgroup access and it sucks pretty badly. Then it lost access to all the group files. I switch to Seamonkey which is a close cousin and read in all my information and history, but it sucks even worse. Maybe they will run better on this machine but I'm a long way from being happy with email on it. Email is my archive of everything I do in my business. I don't trust TB as yet.

As someone else has just posted... it's probably an issue with the INI
file needing patching to accommodate the location changes.

However only wusses let Wimpows destroy the performance of legacy
programs...
In Win7 I cured all such problems by installing Eudora under my own
(main, not under Programs) directory "MyApps"... INCLUDING any Data
directories.
(I have TEN legacy programs installed under "MyApps"... all working
just fine.)
