I have a few modems laying around and noticed, (especially on the lower cost ones), that there isn't even a transformer on the PCB for interfacing to telphone line. Thanks all for the input. My understanding is what I am doing is legal in Australia, as long as I don't exceed the maximum EIRP for LIPDs in this frequency range.
